‘We’ll remain open for business’

Talking Point

The media has been awash with anti-Chinese sentiments and a litany of other spurious allegations that the Asian giant is siphoning resources from Zimbabwe.

The Chinese embassy in Zimbabwe has repeatedly expressed its commitment to support Zimbabwe and help the country to get back on its feet and reiterated its readiness to continue its ‘wide-ranging cooperation” with Zimbabwe and contribute to the realisation of Vision 2030.

In a response to questions by the Review & Mail, the Ministry of Foreign Affairs and International Trade said it was ready to safeguard the country’s national interests against efforts by its detractors to derail its cooperation with China. It further added that the baseless media blitz and attempts to undermine Chinese investments would not sway the iron cladded relations between the two countries.

Q: As the Ministry of Foreign Affairs and International Trade, what is the impact of this on investments in the country?

A: The Ministry expresses its appreciation to you for reaching out to seek accurate information regarding Chinese investments in Zimbabwe. It is true, there has been a growing anti-Chinese sentiment being peddled by some circles. This is not unique to Zimbabwe only. The anti-Chinese smear campaign is found across Africa.

For years, China has been spreading its influence in Africa through commercial investments while others feel that they are being left out. On realising that Chinese influence is taking root in Africa, those left behind want to play catch-up. On the other side, the Chinese investments continue to grow. Nothing could better exemplify the widespread acceptance of Chinese investment than the significant traction enjoyed by the Belt and Road Initiative (BRI), even in some European countries.

Zimbabwe and China share a strong relationship that dates back to the liberation struggle. This relationship has withstood the test of time and cannot be affected by media articles. As a result, there has not been much damage on Chinese investments in Zimbabwe caused by these smear campaigns. China continues to invest in the country in a number of sectors.

However, these smear campaigns are regrettable since negative publicity is harmful to the country’s prospects of attracting Foreign Direct Investment (FDI) irrespective of the country being targeted. Government will continue to dispel the lies and correct the narrative.

The ministry will continue to assure foreign investors of the safety of their investments in Zimbabwe. On various occasions and platforms, the Ministry has refuted bizarre claims by citing facts and underscoring how China’s investments help to advance economic development in Zimbabwe.

The Ministry has no doubt that the smear campaign against China is failing to sway Zimbabwe’s public opinion and acceptance of Chinese investment in Zimbabwe. Zimbabwe remains open for Chinese Business and any other foreign direct investment from other countries.

Q: To what extent do these smear campaigns against China in Zimbabwe, reverse all the progress the country has made economically through infrastructure development?

A: There is no doubt that China has been a key cooperating partner for Zimbabwe in promoting infrastructural development in the country. It can be recalled that China extended financial support for the Victoria Falls International Airport expansion project and the Kariba South Hydropower extension project, which added 300 megawatts to the national grid, which was commissioned by His Excellency Cde Emmerson Dambudzo Mnangagwa in March 2018.

There are ongoing projects that include the new Parliament Building which is near completion, expansion of the Robert Mugabe International Airport and the Hwange 7 and 8 Thermal Expansion project which will add 600 megawatts to the national grid after completion.

This is a clear demonstration of the close cooperation between Zimbabwe and China in infrastructure development and the smear campaigns perpetrated by the country’s detractors will not undermine these development efforts. It may be recalled that the relations between the two countries were elevated from the All-Weather Friendship to the Comprehensive Strategic Partnership in April 2018 signifying close relations.

Since the inception of the 2nd Republic, the country has received more investors from around the world, in addition to those from China and will continue to improve the ease of doing business as the country aims to realise its Vision 2030 of becoming and upper-middle income nation.

Q: Anti-Chinese sentiments, to what extent do they affect the relationship between Zimbabwe and China given the fact that the Asian giant has invested a lot in our economy and is also assisting the country’s modernisation process?

A: As explained above, Zimbabwe and China closely cooperate in a number of areas in key economic sectors. China has the second largest economy in the world and Zimbabwe stands ready to draw lessons of best practices as we aim to realise our Vision 2030.

The baseless anti-Chinese sentiments will not taint the positive development that the country has witnessed and the Ministry wishes to assure the country that it is there to safeguard the national interests in all aspects.

Zimbabwe and China relations come a long way and cannot be affected by media blitz from our detractors. The bilateral relations have stood the test of time.
